"The absence of liability regimes is sometimes assumed to be a showstopper for solar geoengineering. We examine a set of international liability regimes mostly associated with environmental risks, and suggest that there is a broad legal and historical precedent that might serve as a basis to develop a regime for solar geoengineering."
