Video: Recording: Webinar: Negative emissions and net zero: how do technologies for carbon dioxide removal measure up? (CCUS Projects Network)

"The European Union is committed to keeping the average temperature rise to well below 2°C, preferably closer to 1.5°C, which according to the Intergovernmental Panel on Climate Change (IPCC) requires bringing global GHG emissions to net zero by 2050. The IPCC scenarios show that alongside implementing other climate mitigation policies it is essential to remove CO2 from the atmosphere, known as carbon dioxide removal (CDR) which includes negative emission technologies (NETs). Various options are being reviewed and discussed, including both nature-based solutions and CCS-based solutions. The most common CCS-related solutions identified are direct air carbon capture and storage (DACCS) and CCS on energy production from biomass (BECCS). This event will discuss policy mechanisms for the delivery of CDR, storage longevity and the role of offsetting, and present some real project examples and the potential range of biogenic sources that combined with CCS can enable CDR."

"Carbon dioxide removal (CDR) will be required to keep global temperature rise below 2°C based on IPCC models. Greater adoption of carbon capture utilization and storage (CCUS) technologies will drive demand for CDR. Public procurement of low carbon materials is a powerful and under-utilized tool for accelerating the development and of CCUS through a targeted and well-regulated approach. The policy environment is nascent and presents significant barriers for scaling and guiding emerging technology solutions. The concrete sector has unique attributes that make it ideally suited for large-scale low-carbon public procurement strategies. This sector offers immediate opportunities to study the efficacy of a supportive policy and regulatory environment in driving the growth of CCUS solutions."

"Over the past two years, the European Union, Norway, Iceland, and the UK have increased climate ambition and aggressively pushed forward an agenda to pursue climate neutrality or net-zero emissions by mid-century. This increased ambition, partly the result of the Intergovernmental Panel on Climate Change's landmark findings on limiting global warming to 1.5°C, has also led to a renewed approach to and revitalized debate about the role of carbon capture and storage and carbon dioxide removal. With increasing climate ambition, including a mid-century climate neutrality goal for the whole European Union, the potential role of technological carbon dioxide removal (CDR) is emerging as one of the critical points of debate among NGOs, policymakers, and the private sector. Policymakers are starting to discuss how to incentivize a CDR scale-up. What encompasses the current debate, and how does it relate to CDR technologies' expected role in reaching climate neutrality? This perspective will highlight that policy must fill two gaps: the accounting and the commercialization gap for the near-term development of a comprehensive CDR policy framework. It will shine a light on the current status of negative emission technologies and the role of carbon capture and storage in delivering negative emissions in Europe's decarbonized future. It will also analyze the role of carbon markets, including voluntary markets, as potential incentives while exploring policy pathways for a near-term scale-up."

Video: C2G: Challenges and Opportunities for Harnessing Climate & SDG Synergies: the role of Carbon Dioxide Removal

"Five years on from the Paris Agreement, recognition is growing that without rapid acceleration in action, limiting global average temperature rise to 1.5-2 °C will not be possible. All the emission pathways in the Intergovernmental Panel on Climate Change (IPCC) Special Report on Global Warming of 1.5°C will require the removal of large volumes of carbon dioxide from the atmosphere using carbon dioxide removal (CDR) techniques to achieve net-zero and thereafter, net-negative emissions. CDR includes both nature-based approaches such as afforestation and reforestation, and technology-based approaches such as direct air carbon capture and storage (DACCS). If deployed at the scale and pace indicated by the IPCC, CDR would create co-benefits and trade-offs for delivery of the Sustainable Development Goals (SDGs). Substantial governance gaps exist around large-scale CDR which need to be addressed urgently to ensure that societal choices, policies, and investments consider regional and national specificities as well as climate and energy goals, in the context of the SDGs implementation. [...] The five UN Regional Commissions can play an instrumental role in bringing different actors together, addressing knowledge and governance gaps and breaking silos in implementing the SDGs. Enhancing governance of CDR could provide an excellent opportunity to focus and align regional and international efforts and foster a cross-sectorial approach. This side-event to the UN High-level Dialogue on Energy  on the 24th of September 2021, will feature the Executive Secretaries of the five UN Regional Commissions, who provide insight into how each region deals with synergies and trade-offs when it comes to responding to climate change objectives and the SDGs, including the role of CDR."

"Negative Emissions Technologies (NETs)—technologies that remove additional greenhouse gases (GHGs) from the atmosphere—are receiving greater political attention. They are introduced as a backstop method for achieving temperature targets. A focal point in the discussions on NETs are the emission and mitigation pathways assessed by the Intergovernmental Panel on Climate Change (IPCC). Drawing on perspectives from Science & Technology Studies (STS) and discourse analysis, the paper explores the emergence of narratives about NETs and reconstructs how the treatment of NETs within IPCC assessments became politicized terrain of configuration for essentially conflicting interests concerning long-term developments in the post-Paris regime."
